An Energy Performance Diagnostic (DPE) must be carried out before any residential property is sold or let. This compulsory diagnosis, carried out by a professional, analyses the various features of the property (insulation, heating, hot water, etc.) to assess its energy performance.
As of 1 July 2021, changes have been announced to the DPE:
- Two labels will be assigned to properties, with a grade ranging from A to G: an energy label indicating annual energy consumption, and a climate label indicating the CO2 produced by that energy.An estimated price range for the annual energy bill is also included in the DPE. Finally, advice and recommendations for work to be carried out to improve the property’s level of performance are given.
- To make way for the new DPE, which is valid for 10 years, the old DPEs will gradually disappear: DPEs produced before 31/12/17 are valid until 31/12/22, and DPEs produced between 01/01/18 and 30/06/21 remain valid until 31/12/24. However, we advise you to have a new diagnosis carried out in line with current regulations.
- Initially produced for information purposes, the DPE is now enforceable against third parties and can therefore be contested by the purchaser or tenant in the event of incorrect information.
- From1 January 2022, the vendor of any property classified as F or G will be required to submit an energy audit in addition to the DPE. In addition, from August 2022, rents for these properties may not be increased when they are renewed or re-let.
From1 January 2023, the most energy-intensive properties (over 450 kWh per m² per year – class G) will no longer be available for rent.
- From1 January 2028, all homes rated F and G, considered ‘indecent’, will no longer be available for rent. Work will have to be carried out to improve the performance of the property, which will affect the rating. The government and certain local authorities have introduced a number of subsidies,
