A decree dated 31 October 2023 formalised the deterioration in the ratio of permanent grassland in the regions of Brittany (-4.60%), Pays de la Loire (-5.20%) and Normandy (-6.45%). This reduction will have far-reaching consequences for these regions:
– The introduction of a system for replanting grasslands and a ban on turning them over in the Pays de Loire and Normandy regions. For these 2 regions, grassland will have to be replanted to compensate for this deterioration during the next year.
The prefect sets a percentage of the surface area or a number of hectares that must be replanted for each farm that has turned over permanent grassland in the course of the two previous years. The conversion must take place no later than the submission of the following year’s CAP declaration (April 2024). The decree specifies that the target percentage reduction in the annual ratio to be achieved in both regions is 4.5%.
– In Brittany, a system of prior authorisation has been introduced. Any farmer wishing to turn over permanent grassland in order to plant other crops must submit a prior application to the DDTM in his département. The grasslands concerned are those turned over between 16 May 2023 and 15 May 2024.
There are, however, a few exceptions, particularly for young farmers.
